What Really Drives Software Development Costs

From Clough

The single largest cost driver which is better flutter or react native rarely the technology stack — it is uncertainty. Every ambiguity in the specification is converted into a contingency in the estimate. A dedicated web development team that cannot see the edge cases must assume a pessimistic case. Spending a week on a discovery phase often reduces the total much more than any rate negotiation.

Connections to other systems are the next major multiplier. A form that saves data is predictable; the same functionality wired into a legacy ERP is not. The unknown hides in the counterparty: undocumented APIs, long certification processes, fields that mean something different on each side. Ask each bidder to list every external system, as this is where estimates break.

Non-functional requirements silently change the estimate. A tool used by twenty people is a very different build from the same feature set serving public traffic. Compliance work, high availability, performance under load, data retention rules and accessibility add real engineering time. Put them in the brief or expect the estimate to move later.

Who actually does the work matters a great deal. A day rate reveals little on its own: an experienced engineer at twice the price can be cheaper per delivered feature than a pair of junior developers who require supervision and rework. Ask as well who else is billed: coordination, QA, DevOps and UX design are legitimate costs, but they should be named rather than hidden inside a blended rate.

The build price is never the total cost. Budget for hosting, third-party licences, logging and alerting and an ongoing support budget annually. A common working assumption says that software in active use consumes a noticeable fraction of the initial investment annually for updates, security patches and small improvements. Ignoring this remains the most frequent planning error.
